HUMAN RESOURCES MANAGER - ADMINISTRATION SERVICES - MAIN LIBRARY
: Full time position. Reporting to the Executive Director, the HR Manager coordinates human resources activities for the library system such as employment, recordkeeping, compensation benefits and employee relations. Serves as consultant to administration and management staff on human resources management; maintains compliance with state and federal laws and approved library policies. Responsible for providing staff assistance and instruction to supervisors and branch/department heads regarding interpreting and carrying out library's policies and procedures; counsel staff supervisors on HR related issues and/or problems. Serves as recruitment and employment coordinator for the library; coordinates employment process including recruiting, advertising vacancies, receiving and screening applications, interviews, selection and hiring, reference checks, drug screening and new hire physicals. Confers with the Executive Director, managers/supervisors for approval of new hires, promotions, lateral transfers, demotions and terminations. Provides assistance to the public and employees regarding vacancies and employment application status. Ensures accurate and timely payroll records and information are submitted to the Finance Office. Oversee records, documents and information pertaining to employee's leave and attendance, compliance with regard to procedures for annual and sick leave. Monitors appropriate disciplinary and grievance procedures; participates as appropriate in disciplinary procedures; coordinates and participates as required in grievance procedures. Coordinates process of annual performance evaluations for all employees, including new hire interim three (3) month and probationary six (6) month evaluations. Serves as the Library's liaison to the Charleston County Human Resources Department. Other duties as assigned. Must have stamina for walking, standing, prolonged sitting, reaching, bending, stooping and kneeling. A valid South Carolina driver's license with a safe driving record. SKILLS AND ABILITIES: Extensive knowledge of principles and practices of Human Resource administration; basic statistical and record keeping processes. Ability to conduct interviews and to secure complete and adequate information; to provide Human Resources policy interpretation to staff as needed; ability to relate and maintain strict confidentiality and sensitivity to all employees; to work tactfully and effectively with employees, the general public and officials. Knowledge in supervisory methods and techniques; ability to supervise and provide adequate instruction and direction to subordinates and coordinate the work of others. Ability to assume additional responsibilities as needed to maintain departmental operations. Must be computer literate and knowledgeable in Microsoft Office Suite. Strong communication and interpersonal skills are essential. Ability to work as part of a team and to carry out assignments independently. Bilingual - English/Spanish a plus. REQUIREMENTS: Bachelor's Degree in Human Resource Management, Public Administration, Business Administration or closely related field and six (6) years of experience in Human Resources, Benefit Administration and Recruiting including three (3) years at the supervisory level. IT SERVICES MANAGER - MAIN LIBRARY: This position reports directly to the Executive Director and is a member of the management team, working closely with the Executive Director and other members of management team to facilitate and implement long-range planning for the library system. Responsible for providing direction and expertise in digital library applications, including web platforms and software, emerging technologies and initiatives to help the library innovate through technology. Shape and execute a system-wide strategy to address the technology needs of current and future customers, and enhance customer experience in a changing library landscape through technology. Identify library technology needs and create plans to adapt and improve library technology. Develop, coordinate and lead a plan to address the current and emerging needs of the community and the profession. The successful candidate will have in-depth knowledge of current technology and its potential use in libraries. Other duties as assigned. REQUIREMENTS: Bachelor's degree in any IT/computer related field; minimum of five (5) years of experience, including at least three (3) years budgetary planning, project management, and other supervisory experience with technology, technology trends and applications. ASSISTANT FINANCE DIRECTOR - FINANCE SERVICES - MAIN LIBRARY: Full time position. This responsible professional position assists in the overall direction and coordination of the daily activities of the Finance Department of the Charleston County Library. Strong analytical, financial reporting, organizational and interpersonal skills are critical to be successful in this position. Other duties include: directing staff to ensure accuracy and timeliness of accounting records, managing personnel, reviewing reports for completeness and accuracy and assisting with the annual audit as well as internal financial reports. Familiarity with Government Accounting Standards Board and Governmental Finance Officers Association principles and practices is needed. This position manages payroll and accounts payable functions as well as fills in as needed for these positions. Additionally, this position prepares and oversees the preparation of journal entries, reconciliation of accounts as well as analysis and compilation of revenues and expenditures. Excellent verbal and written communication skills, extensive knowledge of Generally Accepted Accounting Principles applicable to local governments and related computer application skills are essential. Must be proficient in Microsoft Word and Excel. Familiarity with SmartFusion financial software a plus. Bilingual - English/Spanish a plus. Other duties as assigned. LIBRARIAN II - CHILDREN'S SERVICES DEPARTMENT MANAGER - DORCHESTER REGIONAL LIBRARY: Full time position. The successful candidate must be knowledgeable of current developments in children's services and products, both print and electronic; able to supervise a staff of one professional one paraprofessional. Participate in collection development and maintenance. Participate in library tours and school visits, provide programs and services for parents and caregivers, daycare providers, teachers and other professionals in the community who work with children. Ability to create in-house programs for every age group of children as well as providing outreach services to area daycares and other points of service to children. Work within designated Cluster Structure arrangement on programming ideas and implementation, scheduling of children's training and maintenance of Children's Services collection. Coordinate and implement branch participation in system wide programs and Summer Reading Program. Provide a variety of series of children's programs throughout the year. Provide reader's advisory, reference and other services via telephone or in person. Must have appropriate skill level to perform storytelling, book discussions and puppet programs. Must demonstrate knowledge, appreciation, and understanding of children's literature and materials. Must possess effective oral and written communication skills and have the ability to work well with people in groups and individual settings. LIBRARIAN II - CCPL TECH TEAM - ASSISTANT TECH TEAM MANAGER - MAIN LIBRARY: Full time position. Performs a variety of library functions under general supervision. Responsible for training staff and the general public in the use of technology, including software, online tools, and mobile devices, during classes, programs, and public computer sessions. Assistance may be provided in person, by phone, or by email. Duties include developing training materials, conducting staff and public training sessions at Main and the branches, publicizing the department's programs in print and online, and assisting with scheduling and other managerial tasks. LIBRARIAN I - CHILDREN'S SERVICES - DORCHESTER REGIONAL LIBRARY: Full time entry level position reporting to the Children's Services Manager. Seeking a candidate possessing exceptional knowledge and competency of modern principles and practices of children's services for ages from infancy to fifth grade and their caregivers. The candidate should have the ability to conduct creative children's programs, community outreach, storytime/storytelling, puppetry programs, and create attractive displays. Basic knowledge of children's literature and materials; early literacy skills and Every Child Ready to Read background desirable. LIBRARIAN I BUSINESS LIBRARIAN - REFERENCE SERVICES - MAIN LIBRARY: Full time entry level position. Under the general direction of the Information/Reference Services Coordinator, the successful candidate will participate in developing small business and entrepreneurial resources, programming and outreach services as well as providing reference services. Duties include providing personalized professional reference and reader's advisory services to the public in person, on the telephone, by email, text and IM. Participates in the development and implementation of strategic partnerships with community business groups, government agencies and other appropriate organizations. LIBRARY ASSISTANT III - REFERENCE/YOUNG ADULT SERVICES - JOHN'S ISLAND REGIONAL LIBRARY: Full time position. Provide reader's advisory and information services to patrons of all ages at the Reference Services desk; with guidance from reference librarians, plan and provide in-house programs for young adults on a variety of subjects and perform outreach to the young adult population in the community; attend meetings and coordinate young adult services with CCPL Young Adult Services Manager; maintain assigned shelving area by processing new books, shelf reading, and weeding; prepare forms, flyers and reports; other duties as assigned. May also be required to shelve library materials. Requires basic knowledge of modern library organization, materials, procedures, policies, aims and services. Part time entry level positions - twenty (20) hours per week. Perform routine circulation desk duties under professional supervision; carries out procedures set by supervisory staff; help patrons locate materials. Basic clerical and general office work.
