PROCUREMENT COORDINATORFull time position. Under general supervision of the Director of Finance and Human Resources, independently performs a variety of complex responsibilities related to procuring goods, services, and equipment in accordance with Library, County, and State statutes, policies, and procedures.

Responsibilities include:
• Develop and maintain sound records management and tracking methods for solicitation, contract, and related procurement documents to ensure consistency and compliance with policies and procedures.
• Serve as internal consultant for departments regarding procurement policies and procedures to answer questions, ensure compliance, and provide direction in proper method of procurement.
• Review and approve purchase requisitions, invoices, and supporting documents.
• Develop solicitation documents for goods and services reviewing scopes of work, specifications, evaluation criteria, and making recommendations; evaluate bids, performing price/cost analyses and assessing the quality and suitability of supplies and equipment; select or recommend the appropriate vendor, supplier, or contractor.
• Initiate, schedule, and conduct pre-bid meetings, pre-proposal conferences, proposal interview/presentation sessions, and public bid openings.
• Negotiate purchase agreements and contracts on behalf of the Library.
• Develop and maintain good vendor relationships. Resolve order and contract discrepancies.
• Provide continuous effort to improve procurement operations, streamline work processes, and work cooperatively and jointly with others to provide quality customer service.
• Other duties as assigned.

Must have stamina for walking, standing, prolonged sitting, reaching, bending, stooping, and kneeling. Skills and abilities: strong analytical, verbal, and written skills. Proficient in Microsoft Word and Excel. Must be self-directed, adaptable to constant change, and ability to work in a fast paced environment. REQUIREMENTS: Bachelor's degree in business administration, purchasing, or a closely related field, and five (5) years of increasingly responsible professional purchasing experience in a centralized purchasing organization, or an equivalent combination of education, training, and experience that provides the necessary knowledge, skills, and abilities. LIBRARIAN II - MAIN LIBRARY, ADULT SERVICES - Full time position. Under supervision of the Adult Services Manager, provide excellent customer service, reader's advisory services, media assistance, and audiovisual support. Responsible for the Popular Materials area operations in the absence of the Adult Services Manager, and periodic supervisory duties of the entire facility. Create new and maintain existing programming to patrons at the Main Library. Curate and manage the Saul Alexander Gallery and lobby display area, and coordinate and provide outreach activities to local organizations and shelters. Compile statistical and narrative report data, and administer timesheets and scheduling. Assist with system-wide programming and outreach. Serve as coordinator and branch liaison for the adult summer reading program's online presence, and the system's senior summer reading program and activities. Supervise one librarian, one library assistant, one library page position, volunteers, and summer youth workers. Coordinate area training, and serve at other service desks as needed. Manage area's bimonthly supply requisitions. Assist with collection maintenance and development. Create booklists and book displays. Maintain library's adult outreach collection. LIBRARIAN II - MAIN LIBRARY, ADULT SERVICES

Responsible for providing excellent customer service, reference services, and computer assistance in person, by telephone, and via instant messaging, email, and text. Will supervise librarian responsible for Interlibrary Loan program and two library assistants. Responsible along with two other supervisory librarians for the area's operations in the absence of the Adult Services Manager and periodic supervisory duties of the entire facility. Responsible for assisting with administrative reports, to include statistical and narrative reports and staff scheduling. Create new and maintain existing programming to patrons at the Main Library and participate in outreach to the community. TRAINING SPECIALIST - HUMAN RESOURCES - MAIN LIBRARY: Full time position. Reporting to the Training and Development Coordinator. This position coordinates all training activities under the supervision of the Training Coordinator. Design and conduct new employee orientation and staff training; develop and construct training manuals and training aids; coordinate participation of external training programs for library staff; maintain training attendance records. Other duties as assigned. Must have stamina for walking, standing, prolonged sitting, reaching, bending, stooping and kneeling. SKILLS AND ABILITIES: Extensive knowledge of principles and practices of Training and Employee Development; basic statistical and record keeping processes. LIBRARIAN I - ASSISTANT BRANCH MANAGER/CHILDREN'S SERVICES - JAMES ISLAND LIBRARY:
Full time entry level position for an energetic, team-oriented librarian. This position is responsible for the operations of the library in the absence of the Branch Manager. Will assist patrons on the branch service desk, answering a variety of reader's advisory, reference, and general questions, as well as assisting patrons to check out and return library materials. Will assist patrons with computer and Internet questions and research. This candidate will be responsible for compiling statistical branch and children's reports and enforcing all library policies and procedures. In our fast growing system, this candidate will also work on designated system wide Children's Department outreaches and projects. The successful candidate must have exceptional knowledge and competency of modern principles and practices in children's services for children from infancy to fifth grade. Must demonstrate knowledge, appreciation, and understanding of children's literature and materials, both print and electronic. Knowledge of and experience with parent education initiative, Every Child Ready to Read, and early literacy skills desirable. Promotes use of the library and its services to youth, their caregivers, educators, and advocate groups through outreach events, school visits, and library tours. Develops new and maintains ongoing children's programs, story times/storytelling, puppetry programs, STEAM programs, and outreach opportunities to promote literacy. Directs part-time staff member who assists with children's programming. Participate in collection development and maintenance including selecting children's materials for acquisition and withdrawal in consultation with Library Collection and Technical Services staff and Children's cluster manager. Must be computer literate and knowledgeable in various computer software; Microsoft Office Suite with the ability to learn and use new methods, policies and technical advances as they arise. Must be detail oriented, customer focused and possess excellent oral and written communication skills. Must have the ability to work well with people in groups and individual settings. HUMAN RESOURCES ASSISTANT - HUMAN RESOURCES - MAIN LIBRARY: Full time position. Reporting to Human Resources Manager. This position is responsible for supporting the Human Resources Department functions including recruitment, screening, applicant tracking, on-boarding, training, policy maintenance, benefits administration, employee relations, wellness and safety.

Responsibilities include:
• Maintaining the applicant database for all positions.
• Posting job openings, tracking applicants, scheduling interviews and assisting with new hire orientation process.
• Creating reports, spreadsheets, and PowerPoint presentations.
• Assisting in processing new hire paperwork (benefits, I-9's, taxes, etc.).
• Tracking FMLA and other leaves of absence for all employees.
• Creating and maintaining files for the HR Department.
• Responding to employee questions, complaints and concerns and notifying HR Manager of any and all issues.
• Tracking employee interim/probationary performance reviews including sending out reminders to management staff.
• Coordinating employee activities including holiday events, service awards, employee engagement and recognition.
• Maintaining an inventory of departmental goods, supplies and services.
• Performing duties of filing, copying, scanning, faxing, etc.

ROUTE DELIVERY DRIVER
Full time position. Responsible for providing countywide distribution of library materials, supplies, equipment and furniture by driving and unloading a delivery vehicle. Ensures library vehicles are serviced and maintained. Provides shipping and receiving duties to include processing supply requisitions, checking in supplies, and mail processing. Other duties as requested. Ability to work as part of a team and to carry out assignments independently. Excellent communication and interpersonal skills are essential.

Requirements: High School graduate with a minimum of three (3) years related delivery driving experience preferred. Must have a valid South Carolina driver's license and safe driving record. A copy of driving record is available from SC Highway Department and IS REQUIRED with application submission. Ability to lift and carry materials weighing fifty (50) or more and stamina for walking, standing, prolonged sitting, reaching, bending, stooping, kneeling and climbing in and out of trucks. LIBRARY ASSISTANT I - CIRCULATION - MAIN LIBRARY: Full time position with a focus on excellent customer service. Perform routine circulation desk duties under guidance of the Circulation & Media Services manager, including desk duties, routine library functions, assigned off-desk duties, and general clerical work. Must be computer literate and knowledgeable in various computer software and applications - Microsoft Word, Excel and Publisher a plus. Must be flexible to assume additional responsibilities as needed to maintain branch/departmental operations. Shelving library materials may also be required. Ability to get along well with others, ability to communicate effectively and pleasantly with the general public and with library staff. Prior library experience helpful but not necessary. MASCOT PERFORMER - PUBLIC RELATIONS: Part-time, temporary position. The employee is responsible for wearing the Charleston County Public Library (CCPL) Children's Department's Owlbert mascot costume at CCPL branches and at local outreach events. All appearances are scheduled by CCPL and could include weekdays, evenings, weekends, and some holidays. The employee will wear the Owlbert costume to represent Charleston County Public Library and must project an outgoing, positive personality while interacting with others. This employee should enjoy greeting and interacting with other people and must commit to a pre-planned schedule of appearances. Willingness to travel within the Charleston region for community events is necessary. Salary: $14 per hour.  Closing date: Open until position is filled.

P/T LIBRARY ASSISTANT I - COOPER RIVER MEMORIAL BRANCH

Part time entry level positions - thirty (30) hours per week. Perform routine desk duties under professional supervision; carries out procedures set by supervisory staff; help patrons locate materials. Basic clerical and general office work. Must be computer literate and knowledgeable in Microsoft Office suite. Must be flexible to assume additional responsibilities as needed to maintain branch/departmental operations. Shelving library materials may also be required. Ability to get along well with others, ability to communicate effectively and pleasantly with the general public and library staff. Prior library experience helpful but not necessary. Bilingual - English/Spanish a plus. Other duties as assigned. Evening and weekend work included. Must be able to lift book crates weighing up to approximately fifty (50) pounds and/or push book carts weighing up to approximately one hundred (100) pounds. This position is eligible for benefits, which include but not limited to medical, dental, vision, prescription, 401k and state retirement pension. REQUIREMENTS: High School graduate; possess the ability to get along well with others and the ability to communicate effectively and pleasantly with the general public and library staff.
