      The article presents a case study which examines many historic preservation and redevelopment issues that arose in the conversion of the Naval Training Center (NTC) in San Diego, California to civilian use. Particular focus is given on the redevelopment of the Civic, Arts and Cultural District (CACD), located on the northwestern part of the base. It looks at the challenges faced by the NTC Foundation in preserving and adapting a portion of the historic site since 2002.
