      Horn won her race for the state's Fifth Congressional District, which includes Oklahoma City, in 2018, part of a historic wave of first-time Democratic congresswomen. But Horn is meeting her voters where they are: in Oklahoma. Horn "told me what she was considering, and I told her right away that she had about a 10 percent chance of winning", said Ward Curtin, a political consultant and an old friend of Horn's.
