      The article presents a case study on the noise complaints on land use zoning documented under the Citizen's Active Response Effort (CARE) system in Jacksonville, Florida from October 2006-May 2007. It suggests that noise pollution can be reduced through zoning ordinances, preventive planning and path control. It notes that noise can be minimized by applying best management practices (BMP) and best available technology economically achievable (BATEA).
