The article provides information on the Housing Health Education and Abstinence Program (HHEAP) of the District of Columbia. The program is a 5-year demonstration project being funded by the Centers for Disease Control. It aims to reduce the risk factors for chronic disease among the African American residents of public housing. The program, which covers eight public housing communities in the District, emphasizes the principles of community empowerment and ownership. HHEAP, then, is directed by a coalition of public housing residents.
