      The United Nations Conference on Environment and Development in Rio de Janeiro shows all signs of becoming an arena of North-South confrontation over the division of environmental resources; responsibility for global warming and depletion of the ozone layer; distribution of the burden entailed by the necessary remedies; and the financing of cleanup measures. The financial aspect of this divergence is the starkest. The North would like the South to take measures that will cost $125 billion a year, which must come through funding over and above official development assistance from international bodies and individual states.
