Measuring and Understanding Behavior, Welfare, and Poverty^†.

This article discusses the economic aspects of social welfare and poverty. The author comments on the financial measurements related to the behavior of poor people who rely on the welfare system and describes how these measurements can drive policy. The use of household surveys, particularly in the determination of economic consumption among the poor, is examined.
