The article deals with the changes in U.S. federal research and development (R&D) rules in 2019. Topics covered include the factors that contributed to the changes such as tight budgets and political changes, several computing-related research that need basic research funding, and the state of funding for coal generation technologies. Charts are also presented that show federal government 2019 R&D and the effects of the 2018 tax cuts on R&D investments.
