      Boris Johnson was able to draw on two forces that pose a fundamental challenge to progressive politics: the dark energies of populism, and the distorting effects of our electoral system. But a party once dedicated to Britain's ancient institutions now judges them by a higher standard: their fealty to "the will of the people", as interpreted by the party.
