      This article reports on the decision of Council Tree Communications Inc. and other parties to question the changes made by the U.S. Federal Communications Commission (FCC) regarding the small business bidding rules. The FCC approved controversial rule revisions extending designated entities (DEs) license sale restrictions from five to 10 years and denying incentives to DEs that resell or lease more than 50 percent of their spectrum capacity.
