It explains that there is rationality on juvenile delinquents deciding on a robbery, alcoholics weighing the appeal of one more for the road and teenage girls wondering just how far to go with their boyfriends. Alcoholics respond well to increase in price of liquors and juvenile delinquents make effort not to violate laws upon reaching the age of majority.
