      The article focuses on the managerial and legalistic approaches in public administration (PA) discussed at Minnowbrook conferences in the U.S. It presents a discourse on the conflicting values of efficiency and performance and accountability, transparency and equality. The authors offered a proposal that covers politics, law and managerialism which are important in the integration of law and public management in democratic governance in the U.S. They also presented a discussion on the aspects of PA related to law and management tackled on the past Minnowbrook conferences. The implication of their proposal to public service and constitutional democracy of the U.S. is also discussed.
