      The article reports that the Poughkeesie-Dutchess County Empire Zone program has been ranked the best in New York state, tying with only one other county in the Syracuse area. The New York Empire State Development Corporation, which operates the overall program, consisting of about 70 zones, has not formally released a list of evaluations and grades. New York State Empire Zone spokesperson Carrie Laney confirmed that grades had been given. According to local zone operators rankings have been controversial. There has been a lot of dissension and dispute over how the grades were determined.
