      The U.S. correspondents in Spain are often so heartened by announced liberalization measures of the Franco regime that continuance of its authoritarian strictures, which is the real story, tends to be overlooked. No note has been taken of the cancellation of a scheduled concert by Raimon, a young Valencia singer whose talents and following are roughly analogous to those of rock singer Bob Dylan. His songs draw on folk and rock-and-roll rhythms, and his lyrics, in Valencian Catalan, are undisguised social protest. That all last winter he held concerts and his recordings were widely circulated was an example of another anomalous development in Spain's cultural life.
