      Democracy did not come suddenly. It was the result of a broad struggle in which various social movements converged such as the Neighborhood Associations and the environmental movement. This work deals with the activity carried out by both in Murcia between 1970 and 1980 and its evolution, from the beginning apparently away from politics to its conversion into fundamental actors of change.       La democracia no llegó súbitamente. Fue el resultado de una amplia lucha en la que convergieron diversos movimientos sociales. Entre ellos el movimiento vecinal, -de manera muy especial las Asociaciones de Vecinos-, y el movimiento ecologista. Este trabajo aborda la actividad desarrollada por ambos en Murcia entre 1970 y 1980 y su evolución, desde unos inicios aparentemente alejados de la política hasta su conversión en actores fundamentales del cambio.
