      The article looks at Golden Boten City, which was founded in 2003 as the beginning of a Chinese trade zone and growth corridor in northern Laos. The city became known for gambling, crime, and prostitution, which led to an abrupt decline in which China cut off electricity and telecommunication service and tourists stopped coming. Huang Minxuang, who leads the company which financed the operation, Golden Boten City Ltd., says that he was talked into building casinos by investors. The city has hired the Singapore firm FBI365 to remodel Boten as a trading center, but Boten officials say that offers to buy the city have come in from Chinese investors.
