      The paper examines civil servants' relations as they are regulated by the Law on the Civil Servants. It defines the content of the term civil servant, which is dealt with differently in the legislations of the EU member states - there is no single model that stipulates who belongs to the group of civil servants. The paper then proceeds to explain the basic elements of civil servants' relations, particularly the recruitment and entrance into service as well as their basic elements (voluntariness, personal performance of tasks, chargeability, subordination, civil servant's duties and rights, and professionalism), using domestic and foreign examples. Further, the paper stresses the difference between civil servants' relations and labour relations, and defines the position and legal status of civil servants' relations in the Croatian legal regulation.       U radu se analizira službenički odnos sukladno Zakonu o državnim službenicima, njegovo zasnivanje i nastanak te osnovni elementi koji čine službenički odnos. Određuje se sadržajni pojam državnog službenika kojemu se različito pristupa u zakonodavstvima zemalja Europske unije (EU) u kojima ne postoji jedinstven model prema kojemu se određuje krug državnih službenika. Također, ukazuje se na razliku između službeničkog odnosa i radnog odnosa i, s tim u vezi, određuje mjesto i pravni status službeničkog odnosa u hrvatskoj pravnoj regulativi kojemu u današnje vrijeme i pravni sustavi modernih zemalja posvećuju posebnu pozornost [ABSTRACT FROM AUTHOR]
