- Abstract: The article focuses on the arbitrary use of power in the U.S. by the law enforcement officers. Topics discussed include role of human tendency to defer the authority in expansion of power, protection of civil rights by a written constitution and the rule of law, and organization of Special Weapons And Tactics Team (SWAT) teams by the federal agencies like Departments of Education, Labor, and Agriculture. It also mentions violation of First and Fourth Amendment rights by tracking communication.
