- Abstract: The article focuses on decision making in the use of assassinations in international relations. It defines assassination as the advancement of a state's foreign policy through the killing of specific, important foreign actors. It comments on the history of assassinations from the time of the Republic of Venice in the 15th century to the present and who benefits from the assassination. It talks about the U.S. policy on assassinating Cuban President Fidel Castro, stating the Department of State wasn't aware of the Central Intelligence Agency's (CIA) plan and only 13 people in the CIA were party to the plans in 1961. It reports that the prime minister of Israel authorizes assassinations in consultation with a subcommittee of the cabinet. It mentions the killing of terrorist Osama Bin Laden.
