      The first step towards the protection of the motion picture exhibitors and the public is the creation of a responsible governmental agency to control the motion picture industry in such a manner as to avoid troubles toward which it is headed. The present boards of arbitration set up by the leading powers of the industry are not adequate to solve difficulties that arise. The Hudson bill declares the motion picture industry to be a public utility. The bill makes provision for filing of complaints by the public just as such complaints may be filed with the U.S. Federal Trade Commission or the U.S. Interstate Commerce Commission.
