      Winning the Iowa caucuses is seen as a significant indicator of a campaign's viability, even though the Iowa electorate, which in 2016 was 91 percent white, is hardly representative of the national electorate. In the Democratic caucuses, if a candidate doesn't reach a 15 percent voter threshold, that preference group dissolves, and those voters choose another nominee; that's why the process takes hours. In Iowa, 17-year-olds may caucus if they will be 18 by the time of the general election, so LULAC does voter registration drives in high schools.
