      The article discusses the case of "Rideout v. City of Bellingham" in which appeals court had to decide whether the defendant, City of Bellingham, Washington, was responsible for the use of cellphone of employee, David Frick, to videotape female employees in the changing room of the Arne Hanna Aquatic Center. It is stated that plaintiffs Michaiah Rideout and Joey Rideout had sued the City by stating that it had created a hostile work environment by failing to protect employees from Frick.
