      The article examines the maritime strategy developed by the U.S. Navy to deal with challenges regarding the increasing complex of global security environment. The changing nature of warfare and globalization of the world economy were among the factors that contributed to the development of the strategy despite the absence of a broader philosophical foundation to guide that foreign and security policy.
