      The article focuses on programs in the U.S. that aim to help minority and immigrant students get into and succeed in college. It notes that the Indiana 21st Century Scholars Program grew the percentage of children who completed college preparatory curriculum from 12% in 1994 to 68% in 2008. It cites that a Shared Responsibility Model of financial assistance that outlines responsibilities of the student and family, the philanthropic partners, and the university to make college more affordable has been developed by the states of Minnesota and Oregon.
