      This article deals with the vision of welfare state. The idea of the welfare state in the midcentury boom seemed to be well-articulated, comprehensive and self-reinforcing. It included education, health care, social security, housing and culture as part of an integrated view of society. The vision differed in important aspects from the entitlements debated today. First, people believed that the services that government should provide were basic human rights. Second, the services would be available to all, not just the poor. Because public resources were greater than private resources, the services would be of a superior or at the very least an equal standard to those purchasable on the private market.
