      The author reports on findings by the Commission on the Future of Higher Education that warn of the perils of complacency and that call for sweeping changes in American higher education. U.S. Secretary of Education Margaret Spellings envisioned a historic role for the panel, made up of both business and college leaders. The appointment of chairman, Charles Miller, who devised the model for No Child Left Behind, made many suspicious that standardized testing could be introduced in colleges. The difficulties of the panel and controversies among the commissioners, education associations, and lobbying groups is discussed. The role of the U.S. Congress in administering the federal student-aid system is mentioned. The report will be formally submitted in mid-to-late September 2006.
