      The article discusses the political terrorism of Henry Kissinger, Secretary of State in Argentina. Robert Hill, the U.S. Ambassador to Buenos Aires in 1977, told a top Jimmy Carter, President of the U.S. administration official that Kissinger had given his approval to the repression in which at least 9,000 people were kidnapped and secretly murdered. Even as late as the end of 1976, Argentina's top military leaders were still debating the international consequences of the repression. A firm, principled word from Kissinger in June 1976 might have stopped the bloodbath in the making.
