- Abstract: The political events in Argentina in the 1970s led to social demonstrations of various kinds, including student revolts. In the province of La Pampa, in this context, different political, social and trade union organizations promoted, for the first time, actions of massive protest demanding the payment of royalties corresponding to Mendoza's use of the waters of Atuel river to both the national and Mendoza's governments. What made it possible that sectors of different ideological backgrounds came together in common action strategies? The analysis of the "out-of-frame" or the external to the very reason for the demonstrations - that is to say, the restitution of royalties and, eventually, the recognition that the río Atuel is also part of La Pampa -- allows us to revise, from a historical point of view, an event that we consider to be the basis of a conflict that remained in time. - Abstract: Los sucesos políticos ocurridos en la Argentina en la década de 1970 incluyeron manifestaciones sociales de diversa índole, entre las que se destacaron las revueltas estudiantiles. En la provincia de La Pampa, en este contexto, distintas organizaciones políticas, sociales y gremiales impulsaron, por primera vez, acciones de protesta masivas, de reclamo hacia el gobierno nacional y hacia Mendoza, por el pago de regalías correspondientes al uso de las aguas del río Atuel que efectúa esta última provincia. ¿Qué hizo posible que sectores de diversa procedencia ideológica confluyeran en estrategias de acciones comunes? El análisis del fuera de cuadro o externo al propio motivo de las manifestaciones -es decir a la restitución del pago de regalías y en definitiva, del reconocimiento de que las aguas del río Atuel también son pampeanas-, permite revisar históricamente un acontecimiento que consideramos es fundacional de un conflicto que perdura en el tiempo.
