      Introduction: The satisfaction of Cuban society is an element of vital importance for the Cuban State, that task is reflected in the actions that must be carried out by the Assemblies of People's Power and the organs of the State that derive from them. Objective: Identify a concept of stratification of the popular councils that allows to know the satisfaction of the voters with the work of local government. Methods: A diagnosis was made of the communication process between the government and the voters to know the problems that determine the satisfaction of the voters. The Delfhi method was applied to validate the results. Results: The main causes of not knowing the satisfaction of the voters with the management of the local governments are: they do not work with a quality focus, there are no studies related to the study of customer satisfaction and high heterogeneity of the popular councils. Conclusions: The main aspects that should be evaluated based on the validation of the experts are: the quality and effectiveness of health services, transport of loads, stability and quality of public transport services, road structure and state of the roads and the stability and quality of community services.       Introducción: La satisfacción de la sociedad cubana es un elemento de vital importancia para el Estado cubano, esa tarea se ve reflejada en las acciones que deben llevar a cabo las Asambleas del Poder Popular y los órganos del Estado que de ella se derivan. Objetivo: Identificar un concepto de estratificación de los consejos populares que permita conocer la satisfacción de los electores con la labor de gobierno local. Métodos: Se realizó un diagnóstico del proceso de comunicación entre el gobierno y los electores para conocer los problemas que determinan en la satisfacción de los electores. Se aplicó el método Delfhi para validar los resultados. Resultados: Las causas principales de que no se conozca la satisfacción de los electores con la gestión de los gobiernos locales son: no se trabaja con un enfoque de calidad, no existen trabajos referentes al estudio de satisfacción del cliente y se aprecia alta heterogeneidad de los consejos populares. Conclusiones: Los principales aspectos que deben ser evaluados a partir de la validación de los expertos son: la calidad y efectividad de los servicios de salud, transporte de cargas, estabilidad y calidad de los servicios de transporte público, estructura vial y estado de las vías y la estabilidad y calidad de los servicios comunales.
