POBREZA RURAL Y POLÍTICAS NEOLIBERALES: UN CASO POR RESOLVER EN MONTERÍA- CÓRDOBA (COLOMBIA).

Rural poverty and neoliberal policies: a case to resolve in Montería, Córdoba (Colombia).

This article analyzes the opportunities and achievements of agricultural workers in a rural area of Monteria and its implications in the structure, size and composition of the household, in the context of macroeconomic public policy. It's a descriptive cross-sectional study, in which 100 workers selected by simple random sampling participated. Survey, focus groups and participant observation were the techniques to collect the information. Confidence intervals of 95% were assumed, a maximum error of 0.07 and a probability of success of 0.2. The results refer to the age range of the population of working age which was between 18 to 87 years of age, from which 87% are male and 13% female. Absolute illiteracy stood at 20% and 29% households are formed by 7-12 people. 90% of the population lack permanent employment and 97% earn less than the minimum wage. The ineffectiveness of public policies and the model based on open international trade, limit the choices of people to enhance the exercise of their human freedoms, strengthening rural poverty. Este artículo analiza las oportunidades y logros alcanzados por los trabajadores agrícolas de una zona rural de Montería (Colombia) y sus implicaciones en la estructura, tamaño y composición del hogar en el marco de las políticas públicas macroeconómicas. Es un estudio descriptivo de corte transversal y participaron 100 trabajadores seleccionados por muestreo aleatorio simple. La encuesta, los grupos focales y la observación participante constituyeron las técnicas de recolección de la información. Se asumieron intervalos de confianza del 95 %, un error máximo de 0,07 y una probabilidad de éxito de 0,2. Los resultados refieren que el rango de edad de la población en edad de trabajar se ubicó entre los 18 a 87 años, de los cuales el 87 % pertenece al género masculino y un 13 % al femenino. El analfabetismo absoluto se situó en un 20 % y los hogares en un 29 % están conformados entre 7 a 12 personas. El 90 % carece de un empleo permanente y un 97 % devenga menos de un salario mínimo. La inoperancia de las políticas públicas, y el modelo basado en la apertura del comercio internacional, limitan las opciones de las personas para potenciar el ejercicio de sus libertades humanas y fortalecen la pobreza rural.
