The article focuses on professional writing and art workers in Russia. It is argued that the Russian social plan, the social directive and political objective dictates the art worker. This creates a conflict between the writer's habits and methods and the principles of planning and the directive. It is a basic cultural quality of a state to have persons who have the ability to be a writer.
