      The article discusses how cooperation between the U.S. and the Soviet Union could end the war in Vietnam. The author suggests U.S. President Lyndon B. Johnson's campaign to defeat the North Vietnamese National Liberation Front through a bombing campaign has failed and the U.S. must negotiate with the Viet Cong in the creation of a new government. He suggests if Soviet officials can offer a diplomatic solution, they may lessen the influence of the Chinese government in North Vietnam.
