      Nonprofit social service agencies need programmatic integrity and consistency. Meeting these organizational needs is typically supported by promulgating and following organizational goals. Goals and programs may be sustained or changed, primarily in response to external funding sources. This dual pressure, to maintain both funding opportunities and the organization, is exacerbated by frequent changes in the emphases of granting agencies, particularly agencies of the federal government. The status of operative goals is used to propose a continuum of program stages. Applying this continuum to the Indiana Youth Services Association suggests the near necessity of adapting organizational goals over time. [ABSTRACT FROM AUTHOR]
