      The article reports on the encouragement of the Treasury Department for a full reporting of incentives. The tax credits and exemptions, which are designed to motivate segments of the economy, are not very competent than loan programs and direct government expenditures. A full report of the incentives that are on a basis consistent with loan programs is asked by the Treasury Department. The Treasury Department, however, clearly stated that it does not take a strict position against tax credits. It also encourage a careful examination of loan programs and direct spending as alternatives to tax credits.
