      The article comments on disordered persons in jails in the United States. Jails are small structures designed to hold 20 occupants or less. Jails house persons who have been convicted of crimes and persons who have not. 35 percent of the jail population are persons awaiting trial. The mentally disordered occupy the lowest social status in jails.
