An Approach at the Concept and Typology of the Foreign Fighter in the Context of Ontological Security. (English)

The concept of foreign fighter emerges as a phenomenon that has continued with different motivation sources in the history of world conflicts. The lack of an agreed definition makes it difficult to research the concept of foreign fighter scientifically. The changing nature of world politics from past to present changes the definitions of the concepts used in this field. In this study, it was questioned whether the definitions and typologies in the literature were formed in a way that would overlap with the periodic security threat perceptions of the states, based on the aforementioned problem, and also the effect of the concept of foreign fighters on the identity and self-perception of the states was examined in the context of ontological security. In this research, scanning and document analysis techniques were used in a hybrid way, and examples were also mentioned in the context of the recent Russian invasion of Ukraine, partly in the context of case study. As a result of the research, it has been determined that the concept and typology of foreign fighters vary according to the periodical threat perceptions of the countries, foreign fighters create ontological distrust in the context of their identity and selfperception, and there is a possibility of transformation into other security threats such as terrorism in the context of radicalization and extremism. It should be appropriate for states to reconsider their perspectives on the concept of foreign fighters, especially at the level of key decision makers. [ABSTRACT FROM AUTHOR]

Yabancı savaşçı kavramı, dünya çatışmalar tarihinde farklı motivasyon kaynakları ile süregelen bir olgu olarak karşımıza çıkmaktadır. Üzerinde uzlaşılmış bir tanım bulunmaması, yabancı savaşçı kavramının bilimsel olarak araştırılmasını güçleştirmektir. Dünya siyasetinin geçmişten günümüze değişen doğası, bu alanda kullanılan kavramların tanımlarını değiştirmektedir. Bu çalışmada, söz konusu problemden hareketle literatürdeki tanımların ve tipolojilerin devletlerin dönemsel güvenlik tehdit algıları ile örtüşecek şekilde oluşturulup oluşturulmadığı sorgulanmış, ayrıca ontolojik güvenlik bağlamında yabancı savaşçı kavramının devletlerin kimlik ve benlik algısına tesirinin hangi yönde olduğu irdelenmiştir. Araştırmada tarama ve doküman incelemesi teknikleri melez bir şekilde kullanılmış, kısmen vaka çalışması bağlamında son yaşanan Rusya'nın Ukrayna'yı işgali üzerinden de örneklere değinilmiştir. Araştırmanın sonucunda, yabancı kavram ve tipolojisinin ülkelerin dönemsel tehdit algılarına göre değişkenlik gösterdiği, yabancı savaşçıların kimlik ve benlik algısı bağlamında devletler üzerinde ontolojik güvensizlik oluşturduğu, radikalleşme ve aşırılık bağlamında terörizm gibi diğer güvenlik tehditlerine dönüşme olasılığı bulunduğu saptanmıştır. Bu minvalde, devletlerin özellikle kritik karar verici seviyesinde söz konusu yabancı savaşçı kavramına bakış açılarını tekrar gözden geçirmelerinin uygun olacağı kıymetlendirilmektedir.
