Digitalizarea și inteligența artificială în aplicațiile de e-Guvernare. (Romanian)

Digitalization and artificial intelligence in e-Government applications. (English)

This paper presents Romania's level of digitalization and the possibility and opportunity of integrating artificial intelligence (AI) into e-Government applications. After an initial presentation of the digitization status at national level, focusing on the role of Internet domains in the digital transformation, Romania's position in the latest European publication of DESI (Digital Economy and Society Index) ranking is analysed. After identifying the directions that can be followed in Romania to improve the level of digitization, the article focuses in detail on the development and expansion of e-Government applications and especially it highlights the role of artificial intelligence (AI) in these applications. After some remarks on the ethics for policy makers in the AI-centric approach, issues related to the development of the necessary capabilities for the public sector are addressed and the most important challenges of AI for smart governing are identified. Lucrarea prezintă nivelul de digitalizare al României, posibilitatea și oportunitatea integrării inteligenței artificiale (IA) în aplicații de e-Guvernare. După o prezentare inițială a situației digitalizării la nivel național, cu accent asupra rolului domeniilor Internet în cadrul transformării digitale, este analizată poziția României în cadrul celui mai recent clasament european DESI (Indicele Economiei și Societății Digitale). În urma identificării direcțiilor ce pot fi urmate în România pentru îmbunătățirea nivelului de digitalizare, articolul se axează în detaliu pe dezvoltarea și extinderea aplicațiilor de e-Guvernare și în special subliniază rolul inteligenței artificiale (IA) în cadrul acestor aplicații. După anumite observații legate de etica pentru factorii de decizie în abordarea centrată pe IA, sunt tratate aspecte ce țin de dezvoltarea capacităților necesare pentru sectorul public și sunt identificate cele mai importante provocări ale IA pentru o guvernare inteligentă.
