The article discusses the federal budget process and the forces driving it in the U.S. The Article 1 of the U.S. Constitution defines certain basic principles on federal expenditures and Section 8 gives Congress the power to assess and collect taxes, duties and imposts and excises and to pay debts and to borrow money on the credit of the U.S. Congress use reconciliation process to enforce projected budget authority, spending, revenue and debt levels and through a budget resolution, Congress directs one or more legislative committees to determine and recommend changes in laws or bills that will achieve the levels set by the budget resolution.
