Resource diplomacy - An instrument of the past or future? The case of the Russian Federation's relations with the EU. (English)

A cyclical energy crisis (2006-2009) strongly affected the long-lasting existing energy relations between the Russian Federation and the EU. The EU generally perceives the Federation's energy diplomacy as a negative tool of its external foreign policy. According to this perception, the main objectives of Russian energy diplomacy are primarily (geo)political, with a special emphasis on a "divide-et-impera" policy (so-called "energy imperialism"). In this article we attempt to look beyond this dominant scientific and political discourse and further develop alternative approaches (for example the "mutual interdependence" approach) to analyse the main characteristics of the formation and implementation of Russian energy diplomacy. This article develops the view that Russian energy diplomacy must be understood multidimensionally (beyond the dominant (neo)realist approaches), particularly with regard to the role and importance of Russian energy multinational companies in the process of formulating Russian foreign (energy) policies. Ciklične energetske krize (2006-2009) so močno vplivale na spremembo do tedaj obstoječih energetskih odnosov med Rusko federacijo (RF) in Evropsko unijo (EU), pri čemer se je v EU ustalilo prevladujoče dojemanje energetske diplomacije RF kot negativnega sredstva prisile zunanje politike (ZP) RF, s katerim želi slednja dosegati prvenstveno (geo)politične cilje in izvrševati politiko divide et impera (pristop t. i. energetskega imperializma). V članku smo poskušali omenjeni prevladujoči znanstveno- -strokovni in politični diskurz preseči ter z alternativnimi pristopi (predvsem s pristopom »vzajemne soodvisnosti«) analizirati osrednje determinante formiranja in izvrševanja energetske diplomacije RF. Članek potrjuje tezo, da je treba energetsko diplomacijo RF razumeti večdimenzionalno (onkraj prevladujočega (neo)realističnega pristopa), predvsem z upoštevanjem vloge in pomena ruskih energetskih transnacionalnih podjetij (TNP) v procesu formiranja zunanje (energetske) politike RF, ki predstavlja temeljne okvire za izvrševanje energetske diplomacije RF. Osrednji cilji energetske diplomacije RF v odnosu do EU tako niso (geo)politični, temveč predvsem gospodarski. [ABSTRACT FROM AUTHOR]
