      The motion picture arbitration plan consists of 3 exhibitors, and 3 exchange men. The exhibitor in many cases does not know the 3 exhibitors who are to sit in judgment presumably hearing his side. In the case of the small-town exhibitor, who comes into the big city to have judgment passed upon him, he is simply informed that the 3 men sitting on one side are exchange men, and the 3 men sitting on the other side are exhibitors. This litigant has no way of knowing whether they are exhibitors or not. If a man gives an exchange a bad check they bring him before an arbitration board.
