The Charleston County Public Library (CCPL) is more than a place for books — it’s a place for connection, growth, and belonging. This five-year Strategic Plan reflects the voices of thousands of community members who shared their hopes for what our libraries can be. It’s a roadmap to ensure CCPL continues to evolve alongside our growing county, removing barriers, expanding access, and meeting people where they are. Together, we will strengthen partnerships, foster learning, and create opportunities that improve the lives of everyone we serve.

Strengthen and Expand Partnerships
Over the next five years, CCPL will deepen partnerships with local nonprofits, schools, and service providers to bring meaningful programs and resources to every neighborhood, especially those that have historically been underserved. IMPACT: More partnerships. More voices at the table. More people reached through the power of collaboration.
Support lifelong learning
From early literacy to digital skills to workforce readiness, CCPL will provide resources and programs that help residents build confidence, pursue new goals, and adapt to a changing world. IMPACT: A community of lifelong learners who are curious, capable, and connected.
Advance literacy in all forms
CCPL will strengthen digital, health, and financial literacy programs so residents can make informed decisions, use technology with confidence, and lead healthier, more empowered lives. IMPACT: Patrons who are equipped to learn, grow, and make informed choices for themselves and their families.
Lead in workforce development
CCPL will partner with local employers, training providers, and workforce agencies to connect residents with job skills, certifications, and career pathways, including bilingual programming that meets our community’s diverse needs. IMPACT: More residents gaining employment, building careers, and improving their financial stability.
Ensure equitable access for all
We’ll continue to invest in collections, technology, and outreach that reflect the diversity of Charleston County from expanding mobile library services in rural areas to creating inclusive programs that serve patrons of all backgrounds. IMPACT: A library system that welcomes everyone and celebrates our shared community.
